| 2 |  |  WHEREAS, The Illinois Department of Corrections is  | 
| 3 |  | integral to the public safety of the citizens of the State of  | 
| 4 |  | Illinois; and
 | 
| 5 |  |  WHEREAS, The Illinois Department of Corrections' parole  | 
| 6 |  | division and Intelligence Unit are crucial in monitoring and  | 
| 7 |  | collecting data and information on potential criminal  | 
| 8 |  | activity, including activity regarding organized crime and  | 
| 9 |  | gang activity; and
 | 
| 10 |  |  WHEREAS, The integrity of all employees at the Department  | 
| 11 |  | is necessary for the safety of the public, Correctional  | 
| 12 |  | employees, and inmates; and
 | 
| 13 |  |  WHEREAS, An investigation by the Chicago Sun-Times found  | 
| 14 |  | that an employee was assigned to the Department's Intelligence  | 
| 15 |  | Unit and subsequently as advisor to the Chief of Parole; that  | 
| 16 |  | employee was issued a handgun during his time at the  | 
| 17 |  | Intelligence Unit; and
 | 
| 18 |  |  WHEREAS, The investigation found that the Department  | 
| 19 |  | signed off on these actions despite the employee's two dozen  | 
| 20 |  | previous arrests on charges including illegal gun possession,  | 
| 21 |  | arson, attempted robbery, and assault; the employee also  |

| 1 |  | admitted to being a former gang member; and
 | 
| 2 |  |  WHEREAS, The employee had been fired from the Department of  | 
| 3 |  | Children and Family Services due to an investigation by the  | 
| 4 |  | Department's Inspector General finding that he wrote hundreds  | 
| 5 |  | of lewd emails while at work; and
 | 
| 6 |  |  WHEREAS, The Department of Corrections must follow  | 
| 7 |  | statute, regulations, and administrative rules in its hiring  | 
| 8 |  | process; therefore, be it
 | 
| 9 |  |  RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL  | 
| 10 |  | ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is  | 
| 11 |  | directed to conduct an investigatory compliance audit of the  | 
| 12 |  | hiring process at the Illinois Department of Corrections; and  | 
| 13 |  | be it further
 | 
| 14 |  |  RESOLVED, That the audit include, but not be limited to,  | 
| 15 |  | the following determinations: | 
| 16 |  |  (1) a compilation of the relevant laws, regulations, and  | 
| 17 |  |  internal policies regarding the hiring process at the  | 
| 18 |  |  Department; | 
| 19 |  |  (2) a review of the process to clear potential employees  | 
| 20 |  |  for specific responsibilities and privileges; and | 
| 21 |  |  (3) an audit to determine the fidelity to which these  | 
| 22 |  |  processes are followed and whether any statutes,  |

| 1 |  |  regulations, or directives were violated in the issuance of  | 
| 2 |  |  a handgun to a felon; and be it further
 | 
| 3 |  |  RESOLVED, That any State agency that may have information  | 
| 4 |  | relevant to this audit cooperate fully and promptly with the  | 
| 5 |  | Auditor General's Office in the conducting of its audit; and be  | 
| 6 |  | it further
 | 
| 7 |  |  RESOLVED, That the Auditor General commence this audit as  | 
| 8 |  | soon as possible and report his or her findings and  | 
| 9 |  | recommendations upon completion in accordance with the  | 
| 10 |  | provisions of Section 3-14 of the Illinois State Auditing Act.
