        AN ACT to amend the penal law, in relation to allowing  certain  firearm
          licensees to open carry

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Paragraph (f) of subdivision 2 of  section  400.00  of  the
     2  penal  law, as amended by chapter 371 of the laws of 2022, is amended to
     3  read as follows:
     4    (f) have and possess, and carry openly or concealed, without regard to
     5  employment or place of possession subject to the restrictions  of  state
     6  and federal law, by any person; and
     7    § 2. This act shall take effect on the first of November next succeed-
     8  ing the date on which it shall have become a law. Effective immediately,
     9  the  addition,  amendment and/or repeal of any rule or regulation neces-
    10  sary for the implementation of  this  act  on  its  effective  date  are
    11  authorized to be made and completed on or before such effective date.
