			 | 
               WHEREAS, The passing of Judge J. Kent Adams of Houston on  | 
      
      
        | 
           
			 | 
        October 18, 2014, at the age of 74, brought a great loss to all those  | 
      
      
        | 
           
			 | 
        who were privileged to know this esteemed public servant; and | 
      
      
        | 
           
			 | 
               WHEREAS, A fifth-generation Texan, Kent Adams was born to  | 
      
      
        | 
           
			 | 
        Laoma Elizabeth Rice Adams and Captain James Byron "J. B." Adams in  | 
      
      
        | 
           
			 | 
        Houston on October 23, 1939; he completed his bachelor's degree at  | 
      
      
        | 
           
			 | 
        the University of Houston and went on to serve his country in the  | 
      
      
        | 
           
			 | 
        United States Army; after beginning his career in the insurance  | 
      
      
        | 
           
			 | 
        industry, he graduated from the South Texas College of Law and was  | 
      
      
        | 
           
			 | 
        an attorney in private practice before his appointment as the  | 
      
      
        | 
           
			 | 
        justice of the peace for Precinct 4, Place 1, in 2001; and | 
      
      
        | 
           
			 | 
               WHEREAS, Judge Adams demonstrated exceptional skill and  | 
      
      
        | 
           
			 | 
        vision in presiding over one of the area's busiest justice of the  | 
      
      
        | 
           
			 | 
        peace courts, and he was tireless in his efforts to help troubled  | 
      
      
        | 
           
			 | 
        young people; both tough and compassionate, he recognized the need  | 
      
      
        | 
           
			 | 
        to involve parents in guiding their children along the right path,  | 
      
      
        | 
           
			 | 
        and he was associated with a number of successful initiatives,  | 
      
      
        | 
           
			 | 
        including an Adults Relating to Kids program that reduced  | 
      
      
        | 
           
			 | 
        recidivism; he also worked with the Boy Scouts of America to develop  | 
      
      
        | 
           
			 | 
        a court-collaborative deferred adjudication program for first-time  | 
      
      
        | 
           
			 | 
        offenders, and a number of participants went on to become Eagle  | 
      
      
        | 
           
			 | 
        Scouts; and | 
      
      
        | 
           
			 | 
               WHEREAS, Highly engaged in his community, Judge Adams was the  | 
      
      
        | 
           
			 | 
        founding president of the Houston Northwest Chamber of Commerce,  | 
      
      
        | 
           
			 | 
        and as chairman emeritus, he continued to share his knowledge and  | 
      
      
        | 
           
			 | 
        expertise with the chamber and its board; he was active in the  | 
      
      
        | 
           
			 | 
        Republican Party in North Harris County, and he was a Boy Scout  | 
      
      
        | 
           
			 | 
        leader and a founder and supporter of the Pearl Fincher Museum of  | 
      
      
        | 
           
			 | 
        Fine Arts and the Cypress Creek Foundation for the Arts and  | 
      
      
        | 
           
			 | 
        Community Enrichment; and | 
      
      
        | 
           
			 | 
               WHEREAS, This dynamic Texan was named Citizen of the Year by  | 
      
      
        | 
           
			 | 
        the chamber of commerce; his numerous accolades further included  | 
      
      
        | 
           
			 | 
        the Book of Golden Deeds Award from the Exchange Club and the  | 
      
      
        | 
           
			 | 
        District Award of Merit from the Boy Scouts; devoted to his wife,  | 
      
      
        | 
           
			 | 
        Pauline Adams, and to his children, he enjoyed nothing more than  | 
      
      
        | 
           
			 | 
        spending time with his large extended family; and | 
      
      
        | 
           
			 | 
               WHEREAS, Kent Adams made a lasting, positive difference in  | 
      
      
        | 
           
			 | 
        countless lives through his unyielding commitment to public  | 
      
      
        | 
           
			 | 
        service, and his contributions will be remembered with admiration  | 
      
      
        | 
           
			 | 
        for years to come; now, therefore, be it | 
      
      
        | 
           
			 | 
               RESOLVED, That the House of Representatives of the 84th Texas  | 
      
      
        | 
           
			 | 
        Legislature hereby pay tribute to the memory of the Honorable J.  | 
      
      
        | 
           
			 | 
        Kent Adams and extend sincere sympathy to his loved ones; and, be it  | 
      
      
        | 
           
			 | 
        further | 
      
      
        | 
           
			 | 
               RESOLVED, That an official copy of this resolution be  | 
      
      
        | 
           
			 | 
        prepared for his family and that when the Texas House of  | 
      
      
        | 
           
			 | 
        Representatives adjourns this day, it do so in memory of the  |
