          AN ACT

        relating to the transportation or storage of a firearm or  | 
      
      
        | 
           
			 | 
        ammunition by a handgun license holder in a private school parking  | 
      
      
        | 
           
			 | 
        area. | 
      
      
        | 
           
			 | 
               BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
      
      
        | 
           
			 | 
               SECTION 1.  Section 37.0815(a), Education Code, is amended  | 
      
      
        | 
           
			 | 
        to read as follows: | 
      
      
        | 
           
			 | 
               (a)  A school district, [or] open-enrollment charter school,  | 
      
      
        | 
           
			 | 
        or private school, including a parochial school, may not prohibit a  | 
      
      
        | 
           
			 | 
        person, including a school employee, who holds a license to carry a  | 
      
      
        | 
           
			 | 
        handgun under Subchapter H, Chapter 411, Government Code, from  | 
      
      
        | 
           
			 | 
        transporting or storing a handgun or other firearm or ammunition in  | 
      
      
        | 
           
			 | 
        a locked, privately owned or leased motor vehicle in a parking lot,  | 
      
      
        | 
           
			 | 
        parking garage, or other parking area provided by the district,  | 
      
      
        | 
           
			 | 
        [or] charter school, or private school, provided that the handgun,  | 
      
      
        | 
           
			 | 
        firearm, or ammunition is not in plain view. | 
      
      
        | 
           
			 | 
               SECTION 2.  This Act applies beginning with the 2019-2020  | 
      
      
        | 
           
			 | 
        school year. | 
      
      
        | 
           
			 | 
               SECTION 3.  This Act takes effect immediately if it receives  | 
      
      
        | 
           
			 | 
        a vote of two-thirds of all the members elected to each house, as  | 
      
      
        | 
           
			 | 
        provided by Section 39, Article III, Texas Constitution.  If this  | 
      
      
        | 
           
			 | 
        Act does not receive the vote necessary for immediate effect, this  | 
      
      
        | 
           
			 | 
        Act takes effect September 1, 2019. |
