          AN ACT

        relating to the requirements for an honorably retired peace officer  | 
      
      
        | 
           
			 | 
        to obtain a license to carry a handgun. | 
      
      
        | 
           
			 | 
               BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
      
      
        | 
           
			 | 
               SECTION 1.  Section 411.199, Government Code, is amended by  | 
      
      
        | 
           
			 | 
        adding Subsection (b-1) to read as follows: | 
      
      
        | 
           
			 | 
               (b-1)  An applicant under this section is not required to  | 
      
      
        | 
           
			 | 
        complete the handgun proficiency course described by Section  | 
      
      
        | 
           
			 | 
        411.188 to obtain a license under this subchapter if the applicant: | 
      
      
        | 
           
			 | 
                     (1)  complies with Subsection (b) and the other  | 
      
      
        | 
           
			 | 
        requirements of this subchapter; and | 
      
      
        | 
           
			 | 
                     (2)  submits the application not later than the fifth  | 
      
      
        | 
           
			 | 
        anniversary of the applicant's date of retirement from the law  | 
      
      
        | 
           
			 | 
        enforcement agency. | 
      
      
        | 
           
			 | 
               SECTION 2.  The change in law made by this Act applies only  | 
      
      
        | 
           
			 | 
        to an application to obtain a license to carry a handgun submitted  | 
      
      
        | 
           
			 | 
        on or after the effective date of this Act.  An application  | 
      
      
        | 
           
			 | 
        submitted before the effective date of this Act is governed by the  | 
      
      
        | 
           
			 | 
        law in effect on the date the application was submitted, and the  | 
      
      
        | 
           
			 | 
        former law is continued in effect for that purpose. | 
      
      
        | 
           
			 | 
               SECTION 3.  This Act takes effect September 1, 2019. |
