            relating to a study by the Department of Public Safety on stolen  |

            firearms. | 
         
         
            | 
                
			 | 
                   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
         
         
            | 
                
			 | 
                   SECTION 1.  DEFINITIONS.  In this Act: | 
         
         
            | 
                
			 | 
                         (1)  "Department" means the Department of Public Safety  | 
         
         
            | 
                
			 | 
            of the State of Texas. | 
         
         
            | 
                
			 | 
                         (2)  "Firearm" has the meaning assigned by Section  | 
         
         
            | 
                
			 | 
            46.01, Penal Code. | 
         
         
            | 
                
			 | 
                   SECTION 2.  STUDY ON STOLEN FIREARMS.  The department shall,  | 
         
         
            | 
                
			 | 
            using any available data, conduct a study to determine the extent to  | 
         
         
            | 
                
			 | 
            which stolen firearms have been used to commit offenses in this  | 
         
         
            | 
                
			 | 
            state since January 1, 1980. | 
         
         
            | 
                
			 | 
                   SECTION 3.  REPORT.  Not later than December 1, 2026, the  | 
         
         
            | 
                
			 | 
            department shall submit a report regarding the results of the study  | 
         
         
            | 
                
			 | 
            to the governor, the lieutenant governor, the speaker of the house  | 
         
         
            | 
                
			 | 
            of representatives, and each standing committee of the legislature  | 
         
         
            | 
                
			 | 
            with primary jurisdiction over criminal justice matters. | 
         
         
            | 
                
			 | 
                   SECTION 4.  EXPIRATION.  This Act expires February 1, 2027. | 
         
         
            | 
                
			 | 
                   SECTION 5.  EFFECTIVE DATE.  This Act takes effect September  | 
         
         
            | 
                
			 | 
            1, 2025. |
